Some people don't pay for their keywords to return on search and they just run them at a dime or less in hopes their ads will show up on sites that have related content. yes, I've also seen (many times) an instance where I'd get a high paying click, like 1 click for .67 cents, go down to the 20's by the end of the day.
Maybe it's because of the lawsuit from Viacom.. Google needs save up some cash for their lawyers and for upcoming lawsuits..

Hm.. these are very low rates! What is the niche? Is it a wedding flowers? If yes then the problem might be something else because the average earning for this niche is estimated at $2. Maybe there reason is because there are a lot of websites on that niche and your website is new and you are getting the lower cost advertisments.

.6 cents is what i meant which is the same same as $.006 This site is 8 years old so the new site theory is out. I also get clicks up to $1.50 on other pages. So the main complaint is the huge disparity between clicks. These fractional cent clicks are destroying my cost per click average.
