i dont think any restrictions there, .in can be registered by all, .co.uk also, .cn also then why .de not possible, may be i am wrong, check the terms of the domain registrar.....
There are restrictions for DE domains, you need to live in Germany, have business there or having an administrative contact in that country. Several registrar services provide you with such contact upon registration, as in example GoDaddy or directly through a German registrar service such as www.united-domains.de

Yes, this is valid register a DE domain name wherever your live in the world but you need a person in Germany as administative contact, that some registrars provide you with, as I told before. You can invent an address in Germany or use any exisiting but the potential problem is that Denic (the German registrar authority) may send you correspondence for any reason (such as whois verification) and then you will not receive it, but someone else. And, what if that person is clever enought to claim your domain as his/her? Denic will be by German Citizens' side.
