    It depends on the hosting site. You should be able to do it on site below. Make sure the money has been in account long enough before you try to buy domain name.

    You can buy domain from Namecheap.com by using your unverified PayPal ID. Just add fund by PayPal and buy whatever you like :)

    You can also buy from godaddy.i have an unverifed paypal account and bought many names.

    Yup I use namecheap. Godaddy allows you too.

    GoDaddy will not let you buy with an unverified account, but you can try through www.domainsite.com or www.dynadot.com

    Yes but they do not accept unverified Paypal accounts, not to mention that they are not as cheap as publicized in comparison with other registrar services.

    I used dynadot.com (they accept unverified PP account)

    I've had no problems with dynadot, namecheap or domainsite. With GoDaddy I have to use my creditcard.

    Why don't you just let Paypal send you a few cents to get your account verified?
    By the time you got a solid answer here, the Paypal money has already sitting in your bank account generating tiny interests!
