In my opinion, that might just annoy the cr*p out of users.

    Correct.

I used it for a while, I don't recommend it.

I don't recommend it simply because it violates Google's TOS.

It encourages users to click on the button.

    Big Thanks for the answers!
But if to use without stimulating the people click? It is legal? They pay 1 dollar for each download? Exists thus some affiliated type of legal?

Thanks and sorry for my English!

No problem pedrori. Without saying click the button I think it could still look like you are trying to get people to click on it.

It says, "We see you are using Internet Explorer. Try Firefox, you'll like it better."

I think it still could make it look like you are asking people to click the button.

If you took that out than you might not run into any problems, but you might make less money ;).

    Hope it helps.

Google allow to use this. I know because I email them.

But first you must change the word click or such word that encourage people to click.

You guys should read THIS POST at the Adsense Blog. It explains how you ARE allowed to promote/endorse/encourage visitors to click/download the referral products such as Firefox.
Also, for further clarification, you do not get paid for firefox downloads, you only get a payout/conversion after someone installs FF that has not previously had it installed.
