I think its a flaw in the infraction system. Maybe one of AC's old infractions expired, theoretically giving him access (and allowed to post) but he was still over the limit. It took a post from him to reactivate the next ban since he was already over the limit. It seems to make sense, not sure how accurate that is, though.
