Incorrect. The standard is and has been 4% of the recruited force can fall outside (below) certain aptitude levels. They had been at 2% (within the standard) for quite a few years. They didn't lower the 4% standard, they simply allowed the self-imposed 2% to expand within the standard. Meaning that up until last year, 98% passed the minimum level of aptitude and only last year, did they expand (but not reach, at 3.8%) to the standard of 4%. Meaning, overall, 96.2% of recruits do in fact meet the minimum aptitude levels, which is within the 4% margin. You're on a roll today, that's for sure!
