To be indexed/spidered - Backlinks. To rank well in SERPs for given keyword - Backlinks with Anchor text.

Several backlinks from pages that Google frequently crawls and refreshes. You can tell how frequently a page is refreshed by monitoring its cache date changes. Frequent cache updates is a signal that Google holds a particular page in high regard. Most often these will be domain/index.* pages and pages within that domain that are linked to from the domain/index.* page. Typically, the further you get from the homepage the less frequently that page will be crawled. Of course, internal pages with lots of external links will be cached frequently too. As for forum links, they have their place and can be valuable en mass when the forum domain is held in high regard (like this one). Unfortunately most forum posts can be considered deep links and will not be crawled right away.
but some say that deep links are more ligitimate than homepage links?...is this true?...ligitimate in the way that google might think its not just for backlinks?...
Depth in and of itself makes no page better or worse. What really matters is the quality of links pointing to that content. The only reason homepage links tend to work best is because on most domains most external inbound links point to the homepage. Google employees have openly stated over and over again, if you want to get a page indexed get more links pointing at it. Logically, the more frequently Google visits the pages linking to your page, the quicker your page will be indexed.

It won't harm you, worst case is it just doesn't help if the page doesn't get crawled. Besides there's more to it then just search engines, humans might actually click your link, find it interesting, bookmark it and become a regular visitor.

I think best ways to get indexed by google is by getting back links, submitting your site to major search engines and directories. Ofcourse, putting your site link in signatue also helps.
pinging? not even slightly. The only reason these services exist is so people can announce when there is a new post on their blog but if you use it for your pages its pretty much the same thing. The worse thing that can happen is that the ping service thinks your sending too many pings to the same url and they ban your ip/domain from sending any more.
