Good News! Tell your friend in Japanese to sign up for a Paypal account. A japanese can send up with Paypal with almost full access which allows sending and receiving funds to their bank account.

Once he sign up and verify his account, you can send him the funds via Paypal.

Xoom on the other hand is not supported in Japan.

I am from Singapore and Singapore is not supported by Xoom but like Japan, it is fully supported by Paypal, the only thing I cannot do is fund my Paypal account through my bank account but I can fund it through my credit card and withdraw to my local bank account.

Vietnam is another issue, they can join the Paypal network but they can only send funds and not receive them. Vietnam is however supported by Xoom.

Well, basically if you want to fund the account using your Paypal funds then you need to sign up for the Xoom Standard Plan otherwise the Value plan only allows you to fund using your US Bank account. You will need the particulars of the recipient such as name, email address, residential address and contact details so that they can courier the cash to them.

https://www.xoom.com/static/help-overview.html shows you how it would work and the steps you need to take.

The minimum to transmit is US$25

Where Xoom is available, you cn use that.

You and seller signs up for Xoom account. You will deposit funds in your xoom account. Now, transfer in his and he'll withdraw them.

    Easy...

While making a transaction use this code to avoid exchange fees on Xoom
    "XOOMLATINO"

It works for transfers from PP to Indian Bank accounts, I guess it will work for you too.

There is no way by which you can send in funds through Xoom to Japan or Romania as Xoom doesn't has a network in these countries.

It doesn't matters whether paypal is accepted in these countries or not.
As Xoom doesn't has a network in these countries so you won't be able to transfer funds. It has nothing to do with paypal supporting these countries or not.
