When do you submit to directories, search engines, backlinks?

I'm creating a new site, it is still under construction. I'm trying to get the PR up and also wondering if I should submit it to free directories and search engines now, or wait until it launches. Any advice?

I would wait for launch. Also, do you have a marketing plan?

Do you want your visitors to see your site while its under construction?

PS: All good SEs will find you themselves.

I don't have a marketing plan, this is my first time doing this. If anyone has examples of a marketing plan I'd love if you could share them, just so I have an idea of what I should be doing.

I really would like people to see the site before it launches, I want them to sign up for the newsletter so day of launch I have a userbase ready to visit.

    Thanks for your help!

People don't like websites that don't have content. So if they see your site before it launches - likely they won't come back. Don't start promoting your website in any way, through directory links or otherwise, before you have something to offer your visitors.

I would wait to submit. You want to have all your content there so that once submitted search engines will follow that link, and spider your site with all that unique content.

Write at least 10 pages of content then follow your marketing plan.

Um, i would have to disagree with the crowd here, you dont see a movie come out on its launch date, it builds up buzz and anticipation prior. You should do your marketing prior, just have some type of squeeze page offering a free report or ebook of some type to collect subscribers, and continue to follow through on your plan once your product is launched.

As it's still under construction,I think most of the dirs will reject your site.

I think you should finish your site, then start building your links..and let the search engines index you naturally. Having a high PR site link to you will get your site indexed by Google within days, as opposed to submitting your site to them.
