Nice find, read the whole page & comments (notice Matt Cutts resp) he says nofollow's will be added to peoples links, i'll be waiting to see that
with $10,000 you can make upto 50 PR6 or more links for $200 annually. You can also place your link on w3c contributors page for 1000/year. Its a PR8 page.
Matt Cutts has said the W3C and the Google page will not pass PR. Unless somebody buys a link for a new site and tests it then we may as well just accept what he says.
