I am planning to submit a site to 4-5 good directories to improve search engine rankings. It is already listed in yahoo and joeant. What are the other directories, apart from DMOZ, with the best SEO value?

This is a really hard question to answer becaue I think that all directories will help improve your search engine rankings. PR is a different story. I would go with these. directorydump.com ewebpages.org botw.org chiff.com abilogic.com The directory in my sig (index-it.net) would also be a good buy. But if you want a full list of good directories then I would check out http://www.avivadirectory.com/strongest-directories/ a list of some the most powerful directories out there.
Id definately go for aliva and aviva, and i know its my own directory but your'll be hard pressed to find a better SEO backlink than at the Voisd Webmaster Directory especially as its due a PR6 and now listed in DMOZ!

I really like this point. Most directories are made SEO friendly --so it is quite difficult to pick only five from them. But my personal Favourites --are Global Internet Index (gii.in) Romow.com Linksjuice.com busybits.com www.webmasterschannel.com Linksarena.com The reason is--they give you PR5 innerpage listing within a reasonable rate which is $30 maximum. Where as big directories like Aviva ( gave me PR4 listing for $34.95-cost $74.95 for Featured to get PR5 backlink) are crowded--and you go deep into their listings --these directories are still good to put yourself on front listings. Some might argue --the SEO effectiveness of my lists-- But let me surprise you --Romow.com has the 3rd highest backlinks now after Alive and Aviva. Linksjuice and GII are not far behind with their energetic owners promoting their directories very hard. And they are improving their rankings rapidly --so my judgment is an investment for the future. I would like to bet a bottle of beer that all these 3 directories are going to be PR7 by April update

It's free directory, I used to submit my sites there, and ever found my link appearing on search results with them very frequently. Also, if you provide them back link and gives them visitors, you get exposure for your site as directory wide. Edit: I just checked with their listing of sites, they seem have changed with linking structure, before they were offering direct links.
http://www.alivedirectory.com/Sports/ If lets say my site was dealing with Sports...I pay 29+ bucks just to be listed by them.... I get placed on the page : http://www.alivedirectory.com/Sports/ This page has a PR0. Why would I pay 29 bucks for a PR0 link? Why not purchase a text link from a PR4+ site instead with 29 bucks. Would they actual dir drive me targetted visitors? Sometimes I question why people are willing to pay for directory submissions...seems like all PR5+ have sub pages with PR0 anyhow. I see PR5 for that particular page. Your toolbar display may be showing old PR values depending on the toolbar query for PR. Use your toolbar as a guide and do a little more research when trying to determine the PR value of any page. There's tool available that'll show you the PR across multiple dc's.
I think the page you mentioned has a PR of 5 and subpages have 4. Main consideration of submitting to a directory is to get good rankings in search engines, not traffic from the directory itself
