I'm an Indian and just opened a premier account with PayPal,and it says it will charge me 30 cents($0.3) per transaction and 2.4-3.4 percent of sale for other countries that India is included.but i see many people sell service and product less than 30 cents or even 1 cent,now my question is how much paypal charge these amount of transactions.

Well, it is possible that those parties are using their Personal account to receive small transactions where Micropayments are not available to them. Personal accounts do not have any charges for incoming paypal payments provided they are not funded from a credit card.
Yes, you should get a personal account, though it is not allowed to use a personal account for sales etc.
I did a few 1.00 dollar jobs and only got like .67 cents in payment after they took their fees. I did 10.00 dollars worth of work acquired via Digital Point from different members in the past few weeks and I only netted around six dollars for it (due to PayPal fees). HIGHWAY ROBBERS lol.
For this you need to make a Personal paypal account. And you should tell your buyers to pay via paypal to paypal transfer only. This will make your transaction free.

If you are looking to do some serious business then don't try to save those pennies and get the business account. It will be useful in future as the bigger payments will mostly come from credit cards. Many people won't have that much funds in their paypal account or many people won't even have a paypal account.
