You know there is a cruise that has gambling in it, and what happens is that when you go it, it takes you outside the border of India, to the International zone and then the gambling starts, and when it ends, the cruise comes back to the Indian zone :)

But I am not sure about Goan casinos, possibly some special permission from the government? Also I remember seeing a guy in the Forbes list of Billionaires who was from India and made his money through his Online Gambling websites.

There are land bases casinos as well in Goa
The question is..When Indians from other parts of India can go to Goa and gamble freely at the land based casinos there..Why can't they do the same at other casinos online?I mean technically you are still gambling outside Indian territories right?

    Here is what I found...

According to an article on the Rediff Guide to The Net
    (http://www.rediff.com/search/2001/aug/08gamble.htm), an Indian
publication, the short answer to your question would be that Internet
gambling is considered illegal in India. There are, however, no
specific laws prohibiting internet gambling specifically, only
    gambling in general.

According to Rediff: "...the legal faculty feels that provisions among
existing laws are enough to curb [internet gambling] in this country."
The existing laws in question are certain provisions in the Indian
Penal Code, but more importantly, the Public Gambling Act of 1867. You
may find more information on the Public Gambling Act on the Additional
links at the end of this answer.

There is also an article on Casinos being planned to be built in the
Delhi area of India that may be of interest to you. It is located at
    the address below:
    http://www.expresstravelandtourism.com/20010915/travelindia6.htm

According to that article, "the matter for setting up casino in state
would be put up to the state assembly for approval, for which the
state government would have to enact a legislation." So, exceptions
can be granted to the Acts and Provisions barring gambling in India
with the approval of the State Parliament.

Maharajaclub.com are currently running a poker competition in India and i have seen casinos in India also, I think it is very strictly monitored.

If it does become fully legal over there then the betting on cricket will overtake football, they gamble in millions on cricket, absolutely nuts about it, so much so that Betfair cater to the Idian cricket bettors more than any other.,

There is the Asian Poker Classic running in Goa next month, I'm not sure about the legalities of online gambling though - it's hazy even in the best of cases.
