How do I increase PR on subpages? Would I buy and exchange links that point to subpages? Write better content?

Build links to the subpages or have a better linking structure where they are linked from the homepage or close as possible.

Do you thnk sitewide links are ok for subpages or stay away? If sitewide are bad how long does it take for google to figure it out and penalize?

Well you can see what I did here.

    www.swaplinks.us

On the right side I put the most important pages. The ones that would bring in the most traffic. These links are all sitewide.

They all received a good PR for being deeplinked and theres no penalty. Dont think theres anyway to ever get a penalty from doing that.

Something I noticed from Site Build It! sites: At the bottom of your homepage, link to each page on your site with a 2 or 3 sentence description of the page.

This adds keywords relevant to your site to your homepage. I tried it and it has certainly increased my homepage traffic. If you have over 50 or 60 pages, you might just link to the main ones from your homepage. If you have a larger site divided up into directories, it would make more sense to do it at the directory level. I think either option works better than a sitemap with only links.
