Yes you can use HDFC 's card for it. I was having same card still I have got vcc from person here and verified it. As I didnt want to take a risk.

I have heard you can use HDFC Netsafe card.

If you have account in HDFC bank and have good transactions with them, then ask for a real card.

I think Using a VCC is more risky then any thing else.

yes, if you can get a real card that would be good. You can verify using a VCC though but no one knows when paypal changes it's policy about virtual credit cards.

I highly doubt that, because there is no bank option for Indian accounts.

You can use VISA/Mastercard logo credit cards issued by HDFC bank to verify paypal accounts.

Although VCC generated through HDFC NetSafe card also be used to verify PP accounts (But that doesn't means you start selling them as this can even lead to "freezing" or "banning" your own PP account)

But their is no option for Indian PP accounts to get verified using bank accounts (Such service is available to people from US only)

"Netsafe" is HDFCs online banking system, Where one can creat a virtual credit card. So you must have an account in HDFC bank.

Can't say if HDFC provides this service in your country or not.

If Paypal is not supported in your country, it is best that you do not try to go around their Terms and Conditions as you may have your account limited or cancelled and you will not have access to your funds.

Wait till Paypal supports Sri Lanka, move to India or find another solution.
