Will tags such as these help or hurt with a site loaded with mostly affiliate links? Any opinions or experience would help?

If I understand correctly, they'll only stop the search engines from caching your page. Shouldn't do anything to the pagerank I don't think.

Will they help remove one from supplemental or improve rank?

I am trying to figure out why a site that uses them is able to keeps its affiliate links out of supplemental because just about every site I see with the same affiliate links is in supplemental including two of mine and the sites are very similar with PR and good tags and all. I am just baffled and thought this may be the case.
