It's when u create something unique, like a tool, that other people on the web can use, and then release it on your website or on the Internet, and ask the people who use it, to link to it, in return for using the tool.

 

One example would be creating a free CSS Template and have a link back at the footer

If readers like your blog or informative, some site owners will refer your site from their articles or blog post.
