Pay Per Click and Pay Per View

I'm looking for a site that offers me Pay Per Click and Pay Per View, and, very important, will accept to send money in Romania.

I found several ones, but I don't know what to write on "Tax ID" field. I've tried to contact them, but they didn't answer. If I live in Romania, and my site/servers are in Romania, I don't owe money to US IRS, isn't it?

Exemple: adbrite.com lists Romania as acceptable countries, has Tax ID as mandatory field.

I use AdBrite. Since I'm in the UK I don't pay tax in the US, just as you don't have to in Romania. I've just checked my AdBrite account details and I left the Tax ID field blank - they didn't have any problem with that. Have you tried submitting without Tax ID?

Thank you to all who answers me. Funny thing, right after I posted here, I received an official answer from AdBrite.com. Mere coincidence, or someone there reads DigitalPoint posts? :)

On other sites, when make a selection from a combo box, the other fields changes too. For instance, I was expected that if I choose Romania, the mandatory sign (*) near the Tax ID would dissapear. It didn't. Another simple way to inform potential publishers about what fields are mandatory would be to make a note near the filed, specifying in which case one should fill that field and what to do in the other cases.

What I like about AdBrite is that when they don't have any ad for your site, they will show your AdSense ads instead.

Does etelogy.com the same? Because if it does, I can't figure out how.
