SEO Tools for Keyword Research

On the http://digpagerank.com/ tool when it says Vibrant DC's what does that mean?

 

Its ips which i think are in changing state right now ..

 

Just saw this link from the Search Engine Watch Blog. It is to a keyword tool I have never seen. http://freekeywords.wordtracker.com/

Being that http://inventory.overture.com has been down for most of the week (though it happens to be up as I am typing this) I have been looking for a new tool. The problem is when I did a keyword check for what I thought was the most competitive keyword phrase, which I have been aggressively working on, it showed that it only has 243 hits the last 3 months. Does anyone else know where they are getting their data?

When I query Overture it shows that my key word phrase in 12,000 a month.

Any thoughts?
