Dont know but a 1099 isn't neccessary. as long as you report your income etc. you are good to go 1099 is just paperwork to back it up.
They should be out by the end of January. I believe the law for 1099 and W-2s is the same. The end of January, but if you have a problem, the IRS won't deal with it until February 15th. As for just filing without the 1099, I don't know, I would never do that. Your numbers need to match up or you are asking for trouble. You should have your 1099's when you do your taxes.
