PR is a function of the amount of backlinks pointing to your site, whether directly or indirectly. If site B links to your site C and site A removes their link to site B, then your PR is affected by that.

Google changes their criteria, the number (or quality) of links back to your site drops, etc....

PR is purely based on the quality of the inbound links. Therefore, some of the causes are:

    1. The purchased links have expired.
    2. Most backlinks have been downgraded by Google.
    3. Backlinks pages are de-indexed by Google.

toolbar PR is relative and since the amount of links and sites is increasing, links to your site must increase at relatively the same rate - otherwise you'll the see a drop in the toolbar PR

It sees quality of backlinks, if the no. of outbound links increases in the page from where ur getting backlinks, then the quality of the backlinks decreases. Also if you are getting backlinks from any bad neighbourhood sites, then also quality of the backlinks comes down.

Well, as I understand it a page's PR is a tiny share of the total PR available "worldwide", and therefore as Vlasta said it is relative.

PR is a function of the amount of backlinks pointing to a domain, there is nothing relative about that.

Except that Brin and Page stated, in their famous paper The Anatomy of a Large-Scale Hypertextual Web Search Engine under 2.1.1 Description of PageRank Calculation: "Note that the PageRanks form a probability distribution over web pages, so the sum of all web pages' PageRanks will be one."

In the next chapter (2.1.2) they explain: "PageRank can be thought of as a model of user behavior. We assume there is a "random surfer" who is given a web page at random and keeps clicking on links, never hitting "back" but eventually gets bored and starts on another random page. The probability that the random surfer visits a page is its PageRank."

The probability that the random surfer visits a certain page depends also on the total number of pages in the collection. The total probability of all pages is one, because one page will be hit per click.

Wikipedia explains: "Google recalculates PageRank scores each time it crawls the Web and rebuilds its index. As Google increases the number of documents in its collection, the initial approximation of PageRank decreases for all documents."

I think to us it looks like this time PR is strictly updated {in numbers} but if you look at previous couple of pr updates deeply then you will come to know that in last few months high PR was distributed with little relaxation.

This time PR7 expectations are settling to PR6 and PR6 to PR5 and PR5 to PR4 {1 step down} while in last couple of days it was like 1 step up. :)
