Well, even a web site could be a good way for linkbaiting if the quality is good and you update it often with unique content. Blogs are good and easy because many people will link back to your blog using rss feed for example. If you post a new blog post, you can automatically ping your friend's blogs and many others and let them know you have a fresh content just posted
blog is easy in link building in the way that you could just write out your own dairy. that means you could write daily and create some visitor based site which in turn give you some PR. After that you could have your sites linked from your blog.
blogs can also work great for backlinking when you take advantage of the comment feature. just find blog posts similar to your site content and comment on them. i comment on blogs all the time though i do not use my url in the comment itself, there is usualy a field for it. if you post more than 1 or 2 urls in a comment it will usualy get flagged as spam.
It is so easy to post comments with one's urls. I wonder whether SEs are going to continue treating them as backlinks in the near future.

Yes blog is a good way to build links and get some direct traffic. Most good blogs have loyal readers and will follow some of the links posted on a blog.
The developers of the blogging platforms might also initiate that change. Modern blogging platforms already add a "nofollow" tag to signature links in the comments (i.e. the "Posted by XYZ" link). It wouldn't be too hard for the developers of Wordpress or Movable Type to add code that does the same to URLs posted in the comments.

you have to have good content for users to link to...If you are going to start a blog just for links then don't even bother....
Google loves links from blogs as they are contextual and more natural. Links are embedded in an article and google give more weight to these kind of links.
With so many cool tools available (plug-ins) for blogs, you can really make your blog get identified with comsumer generated movement/media (CGM) traffic and figure among the social network searches. For instance with buttons like "Digg this" or del.icio.us links, you increase your chance of being tagged/promoted among peoples as well as blog specific search engines.
I think we're going to see a move towards content exchanges over plain link exchanges, since links within content are more relevant, and some believe more highly valued by Google. A bit like paid posting services, but without the money. The blogger gets free content for their site, and the author gets some link love = we all win. That sort of exchange is definitely good for linkbuilding!
Blogs are great for link building if used properly and content is good, as mentioned. Using a blog properly requires you to update it frequently, ping sources, offer a feed to visitors, etc... Remaining consistent with your updates is crucial as well and before too long you will start receiving links from other blogs. Again, assuming everything else is quality.
