You're basically asking if you can clickfraud through an internet cafe, right? Google would find out and ban your account. If this question is for legitimate clicking, I don't understand how you would get so many clicks without forcing people to it.

Google will definitely know if you're just cheating your clicks or not. If your site is really popular or ranked high on SERPs, then it will receive clicks from internet cafes nationwide and not just from one location.

do not attempt to click fraud. Google will find the clicking habit is not regular. Better do not try!

I saw better ideas. And this one will be obviosuly caught easily. I reccomend you to take this more seriously and develop your own sites. Google has lots of information and experience to catch you..

Unless you have a huge site, like pcworld, it is highly unlikely that there will be 5-10 people in an internet cafe surfing your site. If you do try click fraud, you'll definately get caught out & be banned sooner or later

No, every computer in an Internet cafe does not have a static external IP address. Even so, Google would detect this and ban your account. Why resort to click fraud, man? You could place your ads better and make your money legitimately.

There is not a chance that google will penalize clicks from the cyber cafe location.

Would you pay then for the banner adds on the local Internet Cafe?
