I am just curious what a web community , forum or site needs to offer to get people to join.

What do you look for in joining a site?

The community. When I decide if I want to stay or not, it's the community. Either uber friendly or uber active. If it's neither, then might as well go look somewhere else.

Unless the forums have a project/something else that I'm really interested. Such as an online game, good articles, or good resources.

Active doesnt mean heaps of posts, it means that theres alot happening everyone is online and threads are replied quickly.
