    Instead of waiting for people to submit to your directory you should start looking for some quality sites with good content and do some write ups of them and start adding websites to your directory that way you can get your directory built with good content fast and thus getting more people to come and wanna list with you,Cause no one is gonna wanna list there website in an empty directory.

    That or just allow free submissions without the reciprocal requirement.

    You could allow free submission untill you built your directory with some quality sites. After you could promote it and make it a paid one.
