Well there are lots of reasons....1st and most important reason is that they don't have tieup with Indian Banks ( ie RBI who regulates the banking rules)...
Remember...paypal is also a kind of Bank...

Well more people use paypal..and they know it so they charge more....if moneybooker would have been in place of paypal then they will also start charging more.

Since paypal don't have tieups with Indian Banks, so they can't accept debit cards...(debit card's operation is diffrent of credit card!)

Well if they start a call centre in Indian, then you can have a phone facility...

But it all depends on how many users use paypal in Indian...Still most of the Indian users don't have a internet connection...those who have a very few of them have a credit card, or do online transaction....

Yaa, there are lots of webmasters who use paypal, but they don't do big transactions, and the number is also quite low if you compare with other US or Europian countries, where most the ratio of persons using online shopping is far more than Indian(or other Asian countries).

Lets see.. I didn;t asked anyone to answer my question.. I said i will ask the question to the Paypal..(It was just joke)
I know what u say is true. But i have a knowledge of this before only..
What i mean to say is that... Paypal will not going to come here to make India As a Localized Country in paypal list..
    Why because of our faults..
We do not have the Good IT setup (Yet we say we are developing)
No End user gets a good isp..(Very few options for ISP and still costly some time)
There are many problem related to Electricity board..
Even then Here are very few who do ONLINE BUSINES..(Mostly are surfers, chatters, gamers)
As u can see i know abt it in DETAIL..
social illness..political illnes..also the most off all ILLETRACY RATE..
Financial institution will not support it untill we have a Strong and Good traffic of money and people..
So do not bother to reply my question it was just for paypal..
There are many improvment to be made (Still) in india..

well, it's a development center only at this stage but this does mean that we can actually hope for some local benefits especially those much needed online bank transfers happening before the end of 2007 :D
