Yes, it's a link, but it is usually not a link that passes a lot of value to your site as there is no link-text. There can be alt-text, but I'm not confident that counts for much.
Pagerank isn't as important as it used to be. But yes, they will count towards pagerank. Personally I offer banners to visitors mainly because myspace profiles aren't likely to give a direct link without some sort of picture involved. It also helps in branding - so it's more a PR effort then a SEO effort, in my case. But yeah, if you want PR, banners will help a bit.
I would have to agree regarding banners and their PR impact. They are certainly more of a branding thing than a link building exercise.

Yes - it really is dependent on how the banner is coded. If it's just a picture with a link, it passes pagerank. Google ads can be banners too though, and those (for instance) don't pass PR, because there is no link in the code.
Banners can be just as valuable as a text link. However the banner must be coded directly to your site in order for this to be true. An example. <a href="http://www.yoursitehere.com><img src="http://www.yoursitehere.com/images/bannerad.jpg"></a> Code (markup): This is an example of a direct banner linking back to your site. In this case it is almost as valuable as a text link(text links give you keywords linked). However if the banner is used in certain banner rotating scripts it is only as good as the site you place your ad on.
