All of the above methods are correct but they are also time consuming (especially submitting to directories and posting on forums and blogs) and the results are not so great. I find it that the best way to efficiently get incoming links is by offering original content to other website, of course, in exchange of a link back to your website. Apart from the backlink, you also get a lot of visitors from those websites. The backlink also has more weight because it is found within an article (which is considered a natural way by google), as opposed to a link on a page with other 50 links.
submitting to directories and writing articles that you submit to article directories are the best way to get good search engine rankings. It takes a long time and much effort but if you stick to it it will be worth it. Exchaning links isn't such a great idea its not looked good upon from google, If you do decide to link exchange make sure its with relavant and very high pr sites. Buying links could also work but make sure its on good directories, personally i'd recommend the yahoo directory and joeant.com and a few others.

Using major search engines select first few of them in the first page of search result and go thru their backlinks. If reelinks there submit, if reciprocal is thre submit to others send mail request. If the product is business related submit to business chamber of commerce, yellow pages, business directories & associations etc. Making blogg comments and keep posting in forums insteads of one time ad(forum), will get you desired result over a period of time.

In stumbleupon give the thumbs up to sites in your sites niche and your own (on an interesting page). stumble regularly, thumb up sites you like, make friends - repeat. In delicio just tag pages on your sites that you would expect people to be especially interested in.
its called buying links. works great if you know what your doing... not something you should do however if you lack experience

If you don't have a lot of money to purchase links and/or you don't want to spend time sending link exchange e-mails, try using the ReceiveLinks or similar co-op network. I find it extremely efficient.
