100k Targeted is $100. Traffic comes from pop-under ads. That guy never paid. He put a down payment of $1,000 non-refundable deposit on a site I was selling. He wanted me to transfer everything to him before he completed the remainder of the payment. I wouldn't do it. All in all, he wanted a site work $10,000+ for $1,000. No smart businessman is going to give him what he asked for.

The proper way to handle that ebay transaction is to put the balance in escrow and transfer ownership. If everything is legit, neithor party should have a problem with handling the transaction in this manner.

Tronic - what types of guarantees will you provide? If you provide a written guarantee of traffic and I pay through my corporate AmEx platinum card (on paypal), I'm just going to initiate a chargeback and paypal investigation if the traffic doesn't materialize. Are you confident enough in the traffic to risk being investigated, pay chargeback fees, and potentially have your credit history impacted? If so, some people here may be interested in that traffic guarantee.
