As most Paypal users are using credit cards, I suggest you to look for a reliable merchant like 2CO, as this days working on the web without accepting credit cards is becoming a more and more difficult business, unless you accept e-gold, which is a fantastic alternative to Paypal ( even that is the reason eBay is not allowing to use e-gold for eBay payments, guess why, e-gold is much better than Paypal and it is not a matter of a secure payment, like eBay lies to its customers, since you can also scam using Paypal and that is more easy as the most users thought about them ). Don´t think about Moneybookers, they are working on the same business as Paypal does, so it is never a realiable alternative since they work also a credit card merchant, try to look for reliable merchants, like 2CO, Worldpay, CCBill, IBill or CCnow. CCNow is a part of Digital River. Not sure if they offer any migration paths to any of their other payment platforms, but it's something to look into if you think you might have other products that could benefit from more customized services.
You should take a look at www.paily.com - accepting international credit cards and providing full protection against fraud.

No one suggested moneybookers. Moneybookers is the second largest way of accepting payment on DP, I guess. You can read more about moneybookers if you go to our cute moneybookers club. If you are from the UK you wanna be using NOCHEX.COM which is better than Paypal, its much safer and basically no charge backs. You can even integrate it into your web site and now accept international payments once you submit the form to them..
Have you looked at SWREG.org? They seem to be a viable option for ecommerce. The system is flexible and rates are low. Thanks, Jessy
