When Paypal means 2 accounts ( personal and premier/business ), they mean that these 2 accounts have to be based in one and the same country. But what is in the case you open another ones in another country, let´s say you have 2 Paypal accounts in UK ( with your added UK bank account ) and now you want to have other 2 in other EU country, where you have also a bank account? I think seriously that would work, since they cannot be related, as for all them you are using different bank account info, different email account info, different adress info and also different IP access info. If your run multiple businesses, It'd be a very good idea to keep your accounts separate. That is because if one of your businesses is XYZ and the other is ABC and you have the payment email linked to the same account. If a customer is trying to pay for XYZ and the name of the business comes up ABC. They're going to be confused and probably think it's a fraud attempt. Then you'll lose a sale.
Ok, I understand what you mean. These 4 different Paypal accounts will be never used for one and the same business, the first 2 Paypal accounts will be used for business A and the other 2 additional Paypal accounts will be used for business B, so no confusions there, since the 2 businesses are not related and will never be linked both, so Paypal cannot see it that someone have 4 instead of 2 Paypal accounts working very well on a worldwide basis. Just have your accounts verified and then you do not need to worry about any limits. Besides, it gives your customers the assurance that you are dealing with someone legitimate.

Yep two Paypal account are allowed by paypal TOS but you must have 1 Personal and 1 Business or Premier account I have 1 Personal and 1 Premier
