Well, don't do cloaking. That stopped working years ago and can now get your site banned from google. The step you should do is to read the Google Webmaster Guidelines. Basically to increase your rankings, you will have to attract relevant inbound links to your page.
ok thx.. i was add my URL on DMOZ directory, but my website can't display or added by dmoz. i have already submit on august 2006 but till now i can't see our link in there.. any solution n why my link not added by DMOZ?? Thx
Check the DMOZ forum: DMOZ was down for more than a month, and now it is back up, but still won't take submissions. But there are other directories out there. This forum is great for finding free directories to add your link to. Search 'linkbuilding' here and you will get some tips on that. See also this article on the basics of link building.
Page Rank will not, in itself, increase your position in Google or any other reputable search engine. Look at the quality of your links rather than the volume. I would forget about using gimmick link building techniques. Spend the majority of your time focusing on quality content. If your content is good it will be easy to promote. Great content promotes itself.
Just remember ... if SEO doesn't work out for you, then just copy people's advice into an E book and try to sell that. Seems like that is the new fad. Every E book promises quick results, but neglect to tell people that there is still plenty of work to be done. I refuse to pay for any E books, but I have been sent some through "back channels". A lot of horrible E books that aren't worth being printed on paper.
Cloaking is somthing which is not recomended at all and you being a newbie, you will get into serious trouble. Instead get on to white hat techniques likes, link building using directory and article submissions. Press Releases will also help. Also search on google about on page optimization techniques. Cloaking isn't good... Get relevant back links, do manual article and press release submissions. blogs can help too.
Try to focus on getting Quality In bound Links... and don't do cloaking! because its risky and probably you might get banned.
