Most educational institutes don't have budget to afford a full time webmaster to avoid all this ... But now .edu is not a special treat for ranking high in Google.
It really depends on the school, some of the Universities have very dedicated webmasters and some hire a couple of frat boys who are too busy doing more important stuff with their time.
I saw some edu's in top rankings yesterday, they've gone now although theres still spammy number 1 spots which redirect to http://www.pharmacywebsearch.com/search.php?aid=6389&keyword=cheap+phentermine
i saw a huge directory have a link from a .gov site page. it is a dynamic error page that say we can find your request and try this link. i spend hours trying to find out how he squeeze his link in..but no luck...

I think SEO mubia means using google search with a .edu in the search to find .edu blogs and forums. It is a lot of work, but it can pay off.
