    Neither. You can balls it up with either method, and do it really well too.

    Have a good template that works for humans and search engines.

    Use a CMS if you're going to be updating the site frequently. Not all sites need frequent updates.

    There is a reason why WordPress is the most used CMS globally.
    I'd never go with a handcoded CMS! There are so many things in the code that might not be seo friendly.
    WordPress is established and proven to work.

    It doesn't matter what you use if you don't have quality content.
    You could make a plain .html file with quality content, and it'll beat out a $5,000 CMS if it's full of garbage.

    With that said, I would suggest wordpress.

    WordPress is the most used CMS in the world. It is estimated that 75% of the sites in the world are WordPress. Just use that with Yoast SEO or RankMath plugin
