Yes, you can get links by commenting on blogs but never spam. Don't comment for the sake of commenting. Instead you should comment to add value to the ongoing discussion or the topic discussed in the blog, ask relevant question (if you have) or add value to the ongoing discussion. Make sure the blogs are from the same niche as yours and have authority. Posting on low quality sites can harm your rankings. Prefer websites with high domain authority and where comments are moderated. But instead of getting links form blog comment, if you manage to post a high quality relevant post and get relevant link from within the blog/article, It will be thousands times better. Google value links from within the content more than comment links.

But you should answer the question or discuss the article, not post random "great article please check the best offer in our world placed at my website" It will not be approved if comments are moderated. It's still worth it, but you have to be careful. When I say it's worth it, I am referring to manually submitted blog comments. It is better to have a few perfect ones published than 100s of spammy comments published on spammy sites that accept spammy comments.
