    The person is refusing to decline the escrow transaction and basically cheated me by trying to sell me a secondhand license with no permissions.

    Exactly why you would use an escrow service. I assume the escrow service you are using is equipped to handle disputes like that.

    Could you repost this in English so we can understand what you are saying? Putting a lexicon in a blender, then posting random English words from it does not an English sentence make.
