eBay is used for a variety of purposes, not just depending on who you are (buyer/seller/etc.) but also depending on what you want to do (auction/buy outright/etc.), what do you wish to use the proposed alternative for?
Do what I did. Sell from your own website. My costs went from over $500 per month to eBay to $24 per month for my website. My sales even increased, more than tripling my eBay sales.
Shopify, but they'll have monthly membership and fees as well. You could sell through Instagram and send people to a landing page where they pay via PayPal.
People have already recommended the main alternatives such as Amazon or AliExpress. But in fact, there are lots of other niche platforms that only specialize in something specific: hand-made, electronics, art, shoes, etc. BadNews121 has already shared a resource with a list of 11 ebay alternatives. But I would suggest another resource (which is much bigger) - alternativeto.net. I constantly use it myself - but for finding software alternatives.
He doesn't want to pay fees. He needs a reality check... any service that can actually bring customers will charge a fee. eBay can be unreasonable but you have the option of opening an ebay store and paying an annual fee which drastically lowers your fees.
