You can't. NO credit card has cash in them, so there is no way that you can withdraw cash from them.

If you need cash, you get it from a BANK which always has cash in its safe.

You need a PIN number to take cash from your CC. You won't be able to withdraw the whole CC limit, usually.

As for buying stuff online. You can start at walmart, amazon, ebay..

No the thing is my card is not working on amazon,its address is US and now i am in india so its not working?

Most merchants and will cancel or stop the transaction if you write different billing and shipping addresses. For such, they have the bill=ship rule, so shipment can only be made when the address is similar to the billing address on the card. To avoid this, you have to search for (and use stores) that don't require the billing and shipping address to be the same. (Not many of such exist today, FYI). Alternatively, you can place an order with bill=ship and then once it charges the card successfully, you can call the shipping department and tell them that you need to change the shipping address because you are traveling or something like that. There's, of course, a process to it, but basically, that should be able to do it.

If none of the above works, there hundreds of other options that I can't explain here, including opening online accounts at specific banks that have easier security measures that allow you to use the VCC as you will at any place you want. You can signup on skrill and deposit money via VC. But the name on the VC and Skrill account should be same.

 

I think VCCs are only for online purchases and withdrawal is not allowed.
