    There are loads of PPC services available. Start with OpenX.com although to really compete you'll need your own platform.

    Your primary problems are
    • getting advertisers when you have no publishers
    • getting publishers when you have no advertisers
    • convincing publishers that they will be paid
    • preventing click fraud

    • getting publishers when you have no advertisers I have 200+ Publishers
    • convincing publishers that they will be paid yes i will pay to publisher
    • preventing click fraud this feature should be in PPC
