    According to Google, writing useful, unique, shareable content and doing a little promotion (for example in social media) should be enough, but things are not as smooth irl. I'd say at least basic off-page techniques are required to draw attention to your website.

    No its not. You have to bring user's attention to your content so they at least know that you exist. Having good content was enough when internet wasn't so dense. Now you have to do on-page and off-page SEO as well as having social media existence is a must these days.

    No! You need to do a lot of off-page SEO. You also need social signals so make sure you share your blog on social media. if you have a little money to spare, advertise

    Try this suggestion: I opened a Mailchimp account. You get up to 2,000 subscribers and 12,000 emails free each month. (Beyond those numbers you have to pay Mailchimp)

    Then on each of my pages I post a free "Subscribe" link so that readers who want to get my new articles will receive from me (via Mailchimp) a short note with an email link to each new article. This has gotten me a tried-and-proven list of 800 subscribers for every new article. Of course, it took some time to build that number. This is a good way to get highly targeted, "niche" readers to your web pages.

    Maybe if you had a Website with good "Google Points"
    and target a load of long-tail/niche/low competition
    KeyWords then maybe it could work as a strategy.

    (Please note however: I haven't been keeping up with
    SEO recently)

    I think that is not enough. A good site will deal with external links. You can't reach the same position under equal conditions.

    It depends on your competition If you have low competition than it is enough to update with fresh content on the website regularly and do on-page accordingly for better SEO. Otherwise, you need to promote your website on various platform for better outcomes.
