On-page and off-page are both important for SEO.
In short:
on-page: unique and useful content (honestly, I don't think that long read is needed in every situation), meta tags, image optimization, a minimal amount of technical issues, internal links, good usability.
off-page: good backlinks profile

Of course, there is more complex as I wrote it, but I think that should be all done if you want your site ranks high.
