Is facebook ads or google adwords is the right step for launching a graphic design services?
Yes, i am concerning about project overload. Let's say from 1000 people seen this ads. 10% of them are interested for using my services. So i have around 100 people wants to use my services, i cannot accept these 100 projects. I need suggestions

Facebook ads will get you higher reach and more defined target audience compared to Adwords banner ads.
If you wish to target local users who are searching your terms in Google then Google ads may be beneficial.
Depending on the search volume, for branding purposes, Facebook has an upper hand, for leads Google banner and search ads.

Or you may get 0 buyers from your facebook ads...
You are certainly not entitled to anyone buying...

How much experience do you have with FB ads?
Facebook is cracking down across the board, even on
advertisers, if you know nothing about the FB ad process,
then I suggest you hire someone that has experience.
try upwork.com for facebook ad experts...

I use ads not for leads, only branding. I am waiting until Facebook scandal is done.

You can use both Facebook and Adwords at the same time. However, FB will help you much in both for driving traffic and selling products too. You can use Adwords for user retargeting to earn leads, as well as customers. IMO

One plus for AdWords is that you can set a daily budget limit. It may help with limiting your potential project overload and helps prevent you from risk spending too much money at once. It is useful in my opinion, but keyword research needs to be done first before you go in.

I would stop the ads as soon as you get the max amount of offers you can handle.
That way you dont waste money on ads.
