Hi, I am creating a dynamic URL alies for the business review directory. Which one is more seo friendly?

    domain/[category]/reviews-for-[businessname]-at-[location]
    domain/[category]/reviews/[businessname]-at-[location]

or please share your own if you have better suggestion

I know Google ignore stop words buy I am using stop words in URL's because I believe it matters in terms of exact match query.

    From those 2: domain/[category]/reviews/[businessname]-at-[location]

    I will sugest: domain/[category]/reviews/[location]/[businessname]

For example [location] can be a city and have multiple [businessname]

Second one looks good for sure.

But it doesn't matter. URL's are not a ranking factor it may help the audience in the SERP's but that's it.

I think both are the same. But the second one looks more professional.

Stopping keyword should be avoided in URLs, and as you said you are using them for the exact match query, so, it doesn't matter for the Google. Google AI system or Rank Brain system do not work on the exact match query.
So, I suggest you go with the second one.
