I've been monetizing fresh / targeted 3rd party email data for nearly 17 years. If you're not familiar with 3rd party data it is email data that the users have shown an interest in a specific niche and have provided permission to receive third-party messages. You get the opt-in record for all the users and it's 100% can-spam compliant. I mainly get data that targets users interest in various PPL (pay per lead...lead generation) offers. This is because there is no credit card / purchase required to complete an offer. All a user has to do is fill out a form, so conversion rates are typically much higher compared to offers that require a sale to be made. Bottom line, it is far easier to get someone to fill out a short form than to take out their credit card and make a purchase. So why struggle trying to sell this or that, when you can provide information that users actually want / need and get paid well doing it. Some of the verticals (niches) I have done extremely well with are: insurance, education, debt, loans, credit, mortgage, assistance, discount offers, homeowner offers, etc... Basically, I monetize the data with PPL offers because they offer the path of least resistance to generating conversions ($$$) and converting the data into cash producing assets. There is much more to it, but done right it can be extremely profitable. Everyone that I know that is in the business and knows what they are doing, for the most part, does 6-7 figures. While that may be a huge range, much comes down to one's ability to scale and effectively manage the infrastructure need to scale. Something to think about.
For me is definitely live webinars (and I underline the word LIVE) where I promote at the end 6-week group courses focused on a specific goal to reach at the end of them. They've been working so well cause my group courses aren't the usual "recorded stuff" but weekly classes where the users can interact in real time with me. The truth is that quality matters, and if you're cheating your visitors with poor content or scam methods, you will never get profitable systems. Making money online means time and effort!
Well, my 6-week group courses aren't free, so that's one of my income streams. They get into my free webinars cause they're either in my email list or my messenger list.
The only way I have ever managed to make money on any of my sites was using Google ads and then donation. For the most part I found that members donation seemed to bring in the best results.

Targeted remarketing and SEO (User centric) has the potential to bring in lots of traffic and conversions. Reference sites are useful as well.
