Would using a USA PayPal account help bypass all these fees?

I see a relief, PayPal is going to charge 18% GST on its fee only, not on all the income, which would have been a disaster for everyone.

Incidentally, I am here after a long time and my last post was in 2011 September about the PayPal issue of then.

It is not on Gross income that you get.

It is applicable on the Service charge that paypal deducts from us. Therefore whatever we were paying to paypal will be increased by 18%.

I just got a payment from overseas and it was credited to my paypal after deducting paypal fees only. It didn't deducted 18% on the total amount.

As far as GST number thing goes. I don't have any. Because my turnover is not exceeding 20 lacs per year.

Additionally I only get overseas payments in paypal and have never got a single INR from anyone in last 10 years. So it is already exempted under export.

Moreover in past it was mandatory to register even if you were doing export as it was coming under interstate supply and then you were to get the credit. But after last GST council meeting it was decided that exporters who don't have turnover exceeding 20 lacs are also exempted from registration of GST.

    Source: https://yourstory.com/2017/10/gst-relief-startups-small-and-medium-businesses/

Therefore you can either register for GST and try to get those pennies back from paypal which it charges on those fees. OR you can just say good bye to that additional 18% on paypal fees.

I know that bigger payments can have bigger effect but if the payments are bigger then obviously you are making turnover above 20 lacs and you will have to do the GST stuff in either case.

From current scenario all I can make out is that for guys who are below 20 lacs you can just think of it as an increase in paypal fees by 18%.

The end of PayPal in India?

PayPal says we can not receive a payment without a GST number.
