actually its not about 'html pages' its about url with variable or without variable.
and html url can be made with variables like

    page.html?a=1&b=2 ...

so first point is that its about urls and there is difference between url and html.

imho if you have good navigational system on site and individual pages are supported with some quality backlinks then there is no reason that any search engine would not include dynamic urls in index.

i think now both are seo friendly .. those days have gone when only static urls were considered seo friendly now its more about {auhority} you have behind your urls :)

you will have to get the content indexed again. Make sure you place entries in your robots.txt to exclude the old URLs also.

the urls when they are layed out, are considered to have important keywords

    domain.com/topic.php?topicID=4099

    vs

    domain.com/news/18/Dec/2006/man_jumps_off_bridge.html

many will argue that varibles don't matter.
I myself like the clean url's on all my sites, and Google has been eating them up too ;)

    is still better than

    domain.com/news/18/Dec/2006/man_jumps_off_bridge.html

I read somewhere that words with underscore are considered as single keyword. Correct me if I am wrong.

the standard now is to use a hyphen to show a space if needed. I think the search engines would be able to figure it out either way.
