did i said anything else? its for sure just my experience and because i dont have access to your backend i cant know whats the exact reason for the low fill rate.
if i compare zeropark with other networks that i have tested than i must say its a low fill rate. top geos: US,BR,CA,GER,UK
but at least you can see the unsold impressions in the statistics unlike the most other networks.

 

For popups/under i'm using only Ad Maven for a long time now with great rates.
