Off-page SEO is basically optimizing your website outside of your website. For example, if I have a website about skin health tips, and somebody searches about it, it will appear on search engine pages because I optimized the page on social media, social bookmarking sites, forums and other blogs - any area outside of my website. Yes, social media is one way to do it, but other ways to do off-page SEO are social bookmarking (Digg, Reddit, StumbleUpon), forum posting/commenting, guest posting, blog posting, image sharing, and any other way to optimize outside your website.
Well, I'm sorry to disappoint you, but Social Media is an essential part of Offpage-SEO, since Social Signals are a huge ranking factor for Google. Moreover, I agree with Anitasol, that social bookmarking pages are also important. At the end of the day, social links are also links.

Off page SEO is simply connecting a website that to your site with a keyword that you want to rank for. To go a little deeper you should use keywords that are relevant to your site and try your best to link to sites that also have relevance to your home page. Now in regards to where you can link.. You can link to Web 2.0 in which you can develop the DA and PA of the blog and link out from there. You can use Google Products such as Google Docs and make the document public so the search engine picks up your link. Lastly, you can add you links to business citations that are relevant to your niche. This will help your off page a lot. However, if your on page isn't that great it will make your off page much more difficult to provide you with proper ranking power because you have confused the google algorithm. Everything must be relevant on and off page information.
@indiasbull I still don't understand it either and I don't care. Sounds like the terms were coined by some "SEO Gurus" just to give more weight to otherwise weak advice they spew left and right. Sometimes I question if some of them actually know what SEO stands for. When it comes to SEO there are just two things that we should concern ourselves with: Good Practices / Bad Practices. i am in this website/blog business from year 2006 and really its 2017 and i di not understand anything about seo, except one thing.. good genuine original new content, with some hard interesting words, and some good category name with good perfect usable TAGS.... thats it.. i think if am doing i can get good visitors...

Social signals are not ranking, time and time again Google has denied this out-right. The reason they put forward is, why invest on data for which they don't have guaranteed access. At the moment, they have agreement with Twitter so you can see almost real-time tweets. But no Facebook post ranks in Google for any query.
