Yes indeed it is. We did a ton of tests with social signals. But this will help boost rankings just a short time. If you think about it, it is totally logical. If you are getting buzz, the people are talking about you. This means you are kind of interesting. As google wants to show only interesting stuff, providing a good user experience, google will give you a little boost. If they stop talking about you, you are not that interesting anymore, means bye bye ranking boost. But sometimes you will keep a bit of this boost, depending on your overall SEO stats.
