    At first I thought it was 3 too. Now I think it's 4 because the water will continue to flow into 4 until it's full only then 3 will get full too. So it's either 3 or 4.

    But in order for water to get into the 4th tank it has to travel against the forces of gravity. Idk I am really curious to know the answer now haha.

    4 cannot be filled UNTIL 3 is full. 1 and 2 will never fill as both 3 and 4 will overflow.
